Victor has experience in advising and representing natural and legal persons in administrative proceedings before various administrative entities in the areas of intellectual property, consumer protection, personal data protection, and advertising regulation, as well as in legal consultancy on the aforementioned issues.

Bachelor's degree from the Pontificia Universidad Católica del Perú (PUCP). He obtained first place in the XXII University Extension Course on Competition and Intellectual Property Policies of INDECOPI (2020). He has also studied in the intellectual property training programme of the World Intellectual Property Organization (WIPO) and the University of Geneva (2021).
